Delhi to Ban Petrol Two-Wheelers by 2028

In a decisive move to combat severe air pollution and accelerate the transition to clean energy, the Delhi Government has proposed a complete ban on new registrations of petrol two-wheelers starting April 1, 2028.
The announcement is part of the draft Delhi Electric Vehicle (EV) Policy 2026-2030, released for public feedback. If finalized, only electric two-wheelers will be allowed for fresh registrations in the national capital from FY 2029 onwards.
This step positions Delhi as one of the most aggressive states in India pushing for zero-emission mobility, especially in the two-wheeler segment that dominates the city’s roads.
Key Proposals in Delhi EV Policy 2.0
- Two-Wheelers: New petrol-powered motorcycles and scooters will not be registered from April 1, 2028. Only electric models will be permitted thereafter.
- Three-Wheelers (Autos): New CNG or fossil-fuel three-wheelers will be banned from January 1, 2027. Only electric autos will be allowed for registration.
- Incentives for EVs: The draft policy offers attractive benefits to encourage citizens to switch to electric vehicles, including:
- 100% exemption on road tax and registration fees for electric cars priced up to ₹30 lakh.
- Substantial subsidies and incentives for two-wheelers, three-wheelers, and four-wheelers.
- Other measures to promote charging infrastructure and manufacturing of EVs in Delhi-NCR.
The policy aims to make Delhi a leader in electric mobility and significantly reduce vehicular emissions, which are a major contributor to the capital’s notorious air pollution.
Why This Decision? Fighting Pollution in Bharat’s Capital
Delhi has long battled some of the world’s worst air quality, with vehicular emissions playing a critical role. Two-wheelers constitute a huge portion of the city’s vehicle fleet (around 67-70%). Shifting this segment entirely to electric is expected to bring substantial improvement in air quality and public health.
The government believes this phased approach — starting with three-wheelers in 2027 and two-wheelers in 2028 — gives manufacturers, buyers, and the ecosystem enough time to prepare while sending a clear signal toward Atmanirbhar and green mobility.
Officials have clarified that the ban applies only to new registrations. Existing petrol two-wheelers and scooters already on the road will not be affected and can continue to be used as before.
Impact on Common Citizens and Industry
- For Buyers: People planning to buy a new two-wheeler after 2028 will have to opt for electric models. With improving battery technology, falling prices, and better range, electric scooters and bikes are becoming more practical. However, concerns remain regarding charging infrastructure, battery life in extreme weather, and initial purchase cost.
- For Manufacturers: Companies like Hero MotoCorp, Honda, TVS, Bajaj, and Royal Enfield will need to accelerate their EV plans for the Delhi market. Many have already launched electric models, but the ban will push faster transition.
- For Delhi’s Youth and Middle Class: Two-wheelers are the lifeline for daily commuting, especially for students and middle-income families. The success of this policy will depend on making electric options affordable and convenient.
Government’s Vision: Cleaner and Greener Delhi
The draft policy also includes targets such as making 30% of school buses electric by 2030 and expanding charging stations across the city. It reflects the Delhi Government’s commitment to sustainable development and aligns with national goals under FAME-III and India’s broader net-zero ambitions.
The policy is currently open for public suggestions and feedback. The final version is expected after incorporating inputs from stakeholders, including industry bodies, environmental groups, and citizens.
