Maharashtra to Build India’s First Offshore Airport Near Vadhavan Port in 2026

Mumbai, July 14, 2025 – Maharashtra is set to make history by constructing India’s first offshore airport near the upcoming Vadhavan Port in Palghar district, which will serve as Mumbai’s third airport. Chief Minister Devendra Fadnavis announced that construction is slated to begin in 2026, marking a significant milestone in India’s aviation and infrastructure development.
A Game-Changer for Mumbai’s Aviation Landscape
The Vadhavan Airport project, inspired by global models like Hong Kong International Airport and Osaka’s Kansai International Airport, will be built on an artificial island near the Vadhavan seaport, approximately 125 km from Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA). This ambitious initiative aims to alleviate congestion at Mumbai’s existing airports and enhance connectivity to support the region’s growing air travel demands.
Fadnavis, speaking at the Western Region Ministers’ Conference on Civil Aviation, confirmed that an agency has been appointed to prepare a Detailed Project Report (DPR), with a pre-feasibility study already underway. The study, expected to conclude within three months, will assess the project’s viability, environmental impact, and investment requirements.
Strategic Integration with Vadhavan Port
The offshore airport is part of a broader vision to transform the Mumbai Metropolitan Region (MMR) into a global aviation and logistics hub. The Vadhavan Port, approved by the Union Cabinet in June 2024, is set to become India’s largest deep-water port with an estimated investment of ₹76,220 crore. The port, developed by Vadhavan Port Project Limited (VPPL)—a joint venture between Jawaharlal Nehru Port Authority (JNPA) and Maharashtra Maritime Board (MMB)—will connect to international shipping routes and handle ultra-large container vessels.
The airport’s proximity to the port will enhance multimodal connectivity, integrating with major infrastructure projects like the Mumbai-Ahmedabad bullet train, Delhi-Mumbai Expressway, and Mumbai-Vadodara Expressway. This strategic location is expected to boost trade, attract investment, and create a new economic zone in Palghar, potentially forming a “third Mumbai.”
Addressing Mumbai’s Aviation Needs
Mumbai’s current airport, Chhatrapati Shivaji Maharaj International Airport (CSMIA), operates at near-full capacity with a single runway, leading to significant congestion. The Navi Mumbai International Airport (NMIA), developed by the Adani Group, is nearing completion and is expected to commence operations by mid-2025, starting with domestic flights and expanding to international routes. However, with Mumbai’s population exceeding 20 million and growing air travel demand, the Vadhavan Airport will play a crucial role as the region’s third aviation hub.
“When we can reclaim land and build an offshore port at Vadhavan, why not build an offshore airport as well?” Fadnavis remarked, emphasizing the innovative approach of constructing on reclaimed land to minimize land acquisition challenges.
Economic and Regional Impact
The Vadhavan Airport is expected to drive economic growth by attracting investment and creating job opportunities in the Palghar-Vasai-Virar region. Fadnavis highlighted that the combined port and airport infrastructure could contribute to a $1.5 trillion economy in the MMR and Vadhavan area, aligning with Maharashtra’s goal to become a trillion-dollar economy by 2030.
Additionally, the project will support cargo traffic, complementing the capabilities of the Navi Mumbai and Pune airports. The state government is also working to expand airport and airstrip facilities to 30 of Maharashtra’s 36 districts, further strengthening connectivity and economic development.
Challenges and Considerations
While the project has secured initial approvals from the Union Environment and Defence Ministries and the Maharashtra government, experts have raised concerns about its financial feasibility and passenger demand. Smaller airports in India have historically struggled to maintain steady traffic, and the Vadhavan Airport’s success will depend on its ability to attract airlines and travelers. Environmental concerns, particularly from local fishermen, have also been noted, similar to challenges faced by the Vadhavan Port project.
A Vision for the Future
Prime Minister Narendra Modi announced the airport project in November 2024 during an election campaign in Dhule, crediting Fadnavis for proposing the idea. The project aligns with India’s broader infrastructure push, including the India-Middle East-Europe Economic Corridor (IMEC), positioning Vadhavan as a pivotal trade and transit hub.
